The Mamad has been mandatory in all new residential construction since the early 1990s. Every apartment built in Jerusalem after 1993 is required to have one. In daily life, it functions as a bedroom, home office, study, or additional living space. It is not a bunker — it’s an integrated room that serves dual purposes.
Israeli Standard 414 (SI 414) specifies the Mamad’s construction requirements: reinforced concrete, blast-resistant doors, sealed windows, and air filtration systems.
